This drug policy manifesto was written with the aim of placing the rites of psychonautics under the protection of UNESCO as an intangible world cultural heritage, with the political responsibility for dealing with psychotropic substances being transferred away from the WHO to UNESCO by the UN. The basic idea is that the users of psychotropic substances should not be seen as sick, but as users of these substances to enhance or expand their perception. In this context, it is completely irrelevant whether the substances are taken exclusively to expand consciousness or only to increase the feeling of well-being in the context of meditation or during dancing, ecstasy and other pleasures. This drug policy manifesto presents a realistic approach to overcoming this ancient dilemma.
